01 · The Scheme

What is PM Surya Ghar Muft Bijli Yojana?

PM Surya Ghar Muft Bijli Yojana (PMSGMBY) is the Government of India's residential rooftop solar programme, launched on 15 February 2024 with a ₹75,000 crore outlay. Its stated goal is one crore (10 million) household rooftop installations and up to 300 free units of electricity per month for participating families, with a deadline of 31 March 2027.

The scheme works on three pillars:

Central Financial Assistance (CFA)

A direct cash subsidy paid into the consumer's bank account after the system is commissioned.

2

Collateral-free low-interest loans

Arranged through the Jansamarth portal for households that do not want to pay upfront.

3

Empanelled vendors

Only registered, bank-guaranteed installers can execute subsidised systems.

02 · The Numbers

Where the scheme stands in September 2026

Official dashboard figures read publicly by field vendors show the trajectory:

Installed capacity crossed 14,349 MW and subsidy disbursed crossed ₹27,343 crore by July 2026. Two practical conclusions for a homeowner:

  • The scheme is real and paying out. Over half the target has been installed.

  • The March 2027 deadline is tight. At the historical pace (~5,800 installations a day) the target cannot be met by March 2027; the required run-rate is roughly 3.7× that. Whether the scheme is extended, renamed or its subsidy revised after March 2027 has not been announced. If you are planning to install, the safe assumption is that current subsidy rates are guaranteed only for applications commissioned before 31 March 2027.

03 · The Money

The ceiling
₹78,000 central (₹1,08,000 with UP top-up) is the ceiling. A 4, 5 or 6 kW system gets no additional subsidy. Haryana also pays a ₹30,000 top-up at 2 kW; other states vary — check your state nodal agency.
04 · Eligibility

Who is eligible?

Indian citizen owning a house with a roof suitable for panels.

A valid electricity connection in the applicant's name — or the name must be corrected on the bill before applying.

No prior solar subsidy availed on that connection.

Proposed capacity must not exceed the sanctioned load on your electricity connection — get the load enhanced first if needed.

Modules must be DCR-compliant (Domestic Content Requirement — Indian-made cells and modules). Non-DCR panels get no subsidy.

The system must be on-grid with net metering — off-grid systems do not qualify, because the subsidy route runs through DISCOM inspection and the net meter.

05 · Paperwork

Documents you need

  • Aadhaar card
  • PAN card
  • Latest electricity bill (not older than 6 months)
  • Bank passbook first page or cancelled cheque (a printed statement is rejected)
  • Roof photograph and property ownership proof (if applying for a loan)
⚠ Critical — name matching

Since mid-2026 the name must match exactly across the electricity bill, Aadhaar, PAN and bank passbook. A single spelling difference (one demonstrated case: "PRASNT" vs "PRASHANT") stalls the subsidy. Fix the documents before you apply.

06 · The Process

How the application works — the 12 steps

Consumer registration on pmsuryaghar.gov.in with mobile OTP.

2

Rooftop application — select state, district, DISCOM, enter consumer number, pin your roof on the map, upload the bill. Keep "With DCR" selected and never tick "Give up subsidy".

Select an empanelled vendor and enter subsidy bank details.

Vendor accepts the application from the vendor login.

Agreement signed on ₹100 non-judicial stamp paper (Annexure 2 format).

Site Feasibility Report uploaded by the vendor after a physical visit.

Loan (optional) via Jansamarth — the loan tile activates only after steps 5 and 6.

Procurement of DCR modules — the vendor issues your B2C DCR certificate.

Vendor submits installation details — inverter serial, DCR certificate number, geo-tagged photo.

You confirm the installation and rate the vendor from your own login.

DISCOM inspection and net meter installation.

Commissioning, then you click "Redeem Subsidy".

Timelines
Real-world turnaround from installation to commissioning has been as short as six days in well-run files. Subsidy then arrives in two tranches — central within roughly 7–15 days, state top-up around 15 days later — with a 30-day guideline from bank verification.
07 · Vendor Selection

Choosing a vendor: what to check

  • Empanelment certificate downloadable from the MNRE/state nodal portal — ask for it.

  • Bank guarantee tier — state vendors post ₹2.5 lakh per state; national vendors ₹25 lakh. Both are valid; the point is that the vendor is registered on both the national portal and your state nodal agency (UPNEDA, BREDA, HAREDA, RRECL etc.).

  • Physical site visit before quotation — this is now mandatory through the Site Feasibility Report.

  • DCR certificate handed to you with your panel serial numbers listed.

  • PMSGMBY logo on modules, inverter and distribution box (mandatory since 3 August 2026, at the vendor's cost).

  • Warranty cards and technical certificates handed over at commissioning.

  • Be wary of anyone who says "subsidy guarantee is ours" — no vendor controls disbursal; the government pays only if your file is correct.

08 · Grievances

What to do if something goes wrong

The June 2026 MNRE Standard Operating Procedure gives consumers a formal complaint route through the national portal's Grievance Management System. Vendors who do not respond within the escalation windows (8 days → 15 days → 30 days) are blocked and listed publicly. Subsidy-related issues (verification pending, wrong bank details) go through Raise a Query → Subsidy Related Issue. UP consumers can also use the Solar Samadhan portal (upnedasolarsamadhan.in).

09 · The Verdict

Is it worth it?

For a typical 3 kW on-grid system costing ₹1.5–1.9 lakh installed, the net cost after ₹1,08,000 subsidy (UP) is about ₹72,000. Generating 360–450 units a month, most households recover that in 2–2.5 years and then enjoy near-zero bills for the remaining 20+ years of module life. The rollout of smart meters — which has pushed many estimated bills of ₹1,500–2,000 to actual bills of ₹3,500–4,000 — has made the case sharper.
